y the new Decree, the procedure for allocating and financing targeted state grant quotas for foreign and non-state higher education organizations operating in Uzbekistan has been approved.
Key Regulations and Deadlines:

By June 1: The Ministry of Higher Education, Science and Innovation annually approves the targeted admission quotas under the state grant.

Who can apply? Students already admitted to these foreign and non-state universities are eligible to participate in the state grant selection process.

Exam Subjects: The selection is based on the combination of subjects specified for undergraduate fields. By July 1 each year, the Ministry will determine the compatibility of fields not listed in the national classifier and announce the relevant subject sets.

Selection Exams (September–October): Test exams are conducted by the Agency for Assessment of Knowledge and Skills, and professional (creative) exams are conducted by universities designated by the Ministry.

Grant Awarding: Grants are awarded to students who score the minimum threshold or higher, based on the ranking of scores within the allocated quotas.

3-Year Employment Obligation: Students who receive the state grant must sign a tripartite agreement committing to work in state-owned organizations (or organizations with a state share) for 3 years after graduation.
