Functions and Activities of the Department

The Department is responsible for ensuring the planning, control, and effective management of the university’s financial and economic activities and operates in the following areas:

The Department develops the university’s staffing schedule at the beginning of each year, coordinates it with the Vice-Rector for Financial and Economic Affairs, obtains approval from the Rector, and ensures its registration with the Ministry of Higher Education, Science and Innovation. Based on the approved teaching workload by departments, it determines staffing units in accordance with established norms and formalizes the employment of academic staff. The Department records orders on hiring and dismissal of employees and academic staff in a timely manner and monitors staffing levels. When necessary, it introduces amendments to the budget estimates and staffing schedule and ensures their official registration.

The Department develops a medium-term business plan, as well as draft parameters of revenues and expenditures. Annually, it prepares expenditure estimates within the limits of targeted budget allocations and funds received from tuition fees (contract-based education) and ensures their approval. It organizes the preparation, approval, timely submission, and registration of estimates in electronic form through the “UzASBO” and “DMBAT” software systems. On a quarterly and annual basis, it analyzes the implementation of estimates, staffing schedules, and student contingents, monitors their execution, and submits reports in electronic format.

The Department analyzes the dynamics of the university’s expenditures, identifies opportunities for cost savings, and supports the Rector in decision-making processes. It forecasts the formation of budgetary and extra-budgetary funds in accordance with applicable legislation, as well as expected revenues. The Department ensures the rational and efficient use of allocated financial resources, carries out expenditures based on approved estimates, and prevents unnecessary overspending.

The Department ensures compliance with relevant laws, resolutions of the Cabinet of Ministers, decisions of the Ministry’s Board, and orders of the Rector related to its activities. It provides timely and well-grounded responses to documents received from higher authorities.

The Department is also responsible for aligning the educational process with modern requirements, improving social protection, expanding the material and technical base, and providing necessary educational equipment.
